1. Contractual Agreement
An agreement between the City of Rossville to purchase the services of Elizabeth Wells to provide deliverables
within the economic development sector; act as a liaison between Rossville, Re Development Workshop and the
City of Rossville. The contract term is October 1st, 2017 through September 30, 2018.

2. Resolution #661 GIRMA (Firefighters)
A resolution to add membership in a Fund of Georgia Interlocal Risk Management Agency (GIRMA). House Bill
146 requires that cities provide certain cancer benefits to their firefighters effective January 1st, 2018. GMA has
developed a solution for Georgia cities that need this coverage, providing financial protection to firefighters and
their families in the event they contract cancer.

3. Public Defender
An Agreement for a Public Defender for the City of Rossville

4. Approval of Police Officer
Public Safety Director Sid Adams has recommended Officer Richard Chase Galyon as a full time employee for
the Police Department.

1. Ordinance # 470 Second and Final Reading
Second Reading of an amendment to include Section III Punishment for Violation
Any person that has violated or continues to violate this ordinance shall be liable to the fullest extent of the law,
and shall be subject to a penalty. Each and every violation is considered a separate citable offense, each and
every day until violation is remedied.
(1) First violation in a 12 month period is subject to a penalty of $150
(2) Second violation in a 12 month period is subject to a penalty of $300
(3) Third violation in a 12 month period is subject to a penalty of $600
(4)  Fourth violation in a 12 month period is subject to a penalty of $1000
(5)  All violations after the Fourth violation in a 12 month period is subject to a penalty of $1000

A person who willfully or negligently violates any provision of the ordinance shall, upon conviction, be fined as
stated above per violation, per day, or imprisonment for not more than 30 days per violation, or both.

The authorized enforcement of this ordinance may recover all attorney’s fees, court costs and other expenses
associated with enforcement of this ordinance, including sampling and monitoring expenses.

1. Resolution # 657 Rossville Redevelopment Fund
A resolution to approve a fund designated for the Rossville Redevelopment Workshop and to require signatures
of at least two of the following people. Mayor Teddy Harris, Mayor Pro Tem Rick Buff, City Clerk Sherry Foster,
or Deputy Clerk Russanna Jenkins. The checks written on this account will require at least two signatures with at
least one being an elected official. This account will be funded with grants and donations.

Public Works Director Mark Harris has recommended the hiring of Travis Hass to fill the position of Jerry Brooks.
Jerry Brooks will be moving to the Fire Department to fill the position of Carlton Palmer who is retiring at the end

4. Resolution # 653 Boundaries of Redevelopment Areas
A resolution to state the need for redevelopment of areas within the City of Rossville; to describe the boundaries
of redevelopment areas; and other purposes.

5. Resolution # 654 Library Board Members
A resolution to re-appoint Lillian Cook, Barbara Moore and Annabel Harr to the Rossville Library Board. All have
agreed to continue to serve. The terms for he three will be July 1st, 2017 through June 30th 2020.

6. Resolution # 655 Appropriation of Funds
A resolution to appropriate funds from city reserves of up to $150,000 for the demolition and clean-up of 303
Chickamauga Avenue.

7 Resolution # 656 Veterans Day Holiday
A resolution to add Veterans Day as a Holiday for the employees of the City of Rossville

8. Ordinance # 470 Amendment First Reading
